This is more to do with analogue TV standards, really.

PAL modulation, 625 lines, at 60Hz

No, NTSC, 525 lines, modulated at 60Hz

PAL modulation, 625 at 50Hz;  includes most of SAmerica too except Brazil
who are funky.

SECAM (625@nospam.50) is used by France and by Eastern Europe a bit, and takes
the same SIF as PAL.

Bits of Africa are still black-and-white, officially.

Most satellites are either PAL or its digital equivalent.
