Seeing as this is now going to progsoc, I'll repeat myself:

This seems a little extreme.  Even if one takes "writing" to include
email, how does the member "sign" it, and have a witness?  7 days is also
too much, seeing as nominations don't close until 12 noon on the day of
the meeting.

I think the only requirements for proxy votes should be that they be
received by 12 noon on the day of the meeting and that they should be sent
to either psexec or progsoc.
