Maybe when we're voting on something vaguely important then we can take the
trouble to verify people's identity. Otherwise a return email with "You have
proxy voted. Your email follows. If you did not send this email, please
write to someone@nospam.somewhere" would do nicely. How many people are going to
want to impersonate someone from Progsoc so they can vote?!
