I think NetBIOS has some peculiarities with routing and different
protocols. If you are using TCP/IP and you *must* have naming then use a
WINS server, or change the Broadcasting style used (there are 4 types of
"nodes" from memory).

Alternatively, you could just refer to machines by name or IP address and
see what happens... Just try the following in the "run" prompt:

\\FOOBAR

or

\\192.168.0.1

or

\\192.168.0.1\sharename


Its strange, though, that the domain controller is not responding on
behalf of the rest of the machines. This might have something to do with
the computer browser service.
